TUESDAY, SEPTErVlBER 23, 1997 <br /> <br />25 <br /> <br /> Council next considered a proposed amendment to the City Code, as provided in Ordinance No. 97-18, <br /> having to do with the addition of second-floor residential units in the Central Business District as a Permitted <br /> <br /> Use within the Zoning Ordinance thereof. Upon motion duly seconded, and by unanimous vote, Council <br />?",adopted Ordinance No. 97-18, upon second reading, as follows: <br /> <br />Ordinance No. 97-18 <br /> <br />BE IT ORDAINliD by the Council of the City of Martinsville, Virginia, in regular session assembled, that in <br />order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for <br />which this Ordinance is initiated is to fulfill the requirements of public necessity, convenience, general welfare <br />and good zoning practice, that it does hereby amend the Zoning Ordinance of the City of Martinsville, <br />Appendix B -- Section XII, Paragraph J of the City Code to include the following subparagraph: <br /> <br />J. Permitted Uses - C-2 Central Business District <br /> <br />(12) Independent dwelling units, three (3) or less, located above the ground floor in an existing structure <br />which is not being used, or was not originally designated, as a dwelling, provided off- street parking <br />requirements for multiple dwellings in the RP-1 District are complied with. <br /> <br />Council next considered proposed Ordinance No. 97-19, a Zoning Ordinance change to the City Code, <br />having to do with signs permitted in the C-2 Central Business District. Vice-Mayor Crabtree noted that he had <br />heard concems expressed about illuminated signs in the Uptown area, and wanted to be sure that the ordinance <br />amendment approved would be in keeping with earlier discussions on the subject. He stated that he felt adoption of <br />the amendment was satisfactory for now, but that reconsideration of the Ordinance might be necessary if problems <br />develop in the future. Councilmember Teague recalled that the amendment in question had been discussed at <br />Council'S last regular meeting, and that this change was another step in the revitalization of Uptown. Upon motion <br />duly seconded, and by unanimous vote, Council adopted Ordinance No. 97-19, as recommended by the <br />Planning Commission, upon second reading, as follows: <br /> <br /> <br />
