TUESDAY, SEPTEMBER 9, 1997 <br /> invited Council and others to come and visit the Patrick Henry Elementary School, to see how well earlier <br /> <br /> funds provided for such improvements had been spent. The Mayor then stated that there was excitement <br /> among the Council and School Board Members and City and School staff, and that he hoped that the <br /> <br /> taxpayers would be equally excited about this effort. Dr. Trollinger then pointed out that the School System <br /> <br />/""~. staff had plans to begin efforts to bring more community members back into the schools, to let the citizens of <br /> the community who might not be enrolled in school take advantage of all that the schools will have to offer <br /> with the proposed improvements. Mrs. Haskell,echoed the importance of this measure, and encouraged its <br /> accomplishment. Dr. Trollinger then proceeded to review, in some detail, the various capital improvements <br /> and equipment and other purchases that the funds in question would provide for, citing the programmatic <br /> impacts, such as the ability to offer a year round education program, that would be important benefits of this <br /> effort. When asked by Mrs. Haskell whether there were plans to try to jointly bid some of the purchases to be <br /> made with other public or private sector entities, in order to achieve the lowest possible costs, Dr. Trotlinger <br /> answered in the affirmative, and cited the recent example of the School' s cooperative effort with the City to <br /> acquire copiers. Mr. Reynolds made note of the strong and effective role City Purchasing Agent Gary Via <br /> had played in the copier purchase, and the fact that he will help avoid legal problems with joint purchases, <br /> which must be carefully considered in this context. Dr. Trollinger also stated a commitment to try to purchase <br /> goods and services locally whenever possible. ViCe-Mayor Crabtree then stated that it was dear that best <br /> methods will be used to achieve savings and important improvements. Dr. Trollinger also pointed out that he <br /> <br /> and his staff will work dosely with Mr. Reynolds and his staff to ensure that maximum savings are achieved <br />A through the careful use of existing resources and draw down of loan funds, to maximize interest earning <br /> <br /> potential throughout this process. Dr. Trollinger also pledged that "Each time George Washington comes <br /> through their hands for these purchases, they will make him squeal." On that note, upon motion duly . <br /> seconded, and by unanimous vote, Council approved the adoption of Ordinance No. 97-17, on an emergency <br /> basis, reading as follows: <br /> <br />3 <br /> <br /> <br />
