2,43'
THURSDAY, SEPTEMBER 4,1997

A special and duly-called meetin9 of the Council of the City of

Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Thursday, September 4, 1997, in Room 200, City Hall, beginning at
8:00 A.M. The purpose of the meeting was a Work Session, however, it was
noted at the beginning of the meeting that Council action would be needed
on one item. The following members of Council were present: George B.
Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas;
Elizabeth H. Haskell; and M. Gene Teague.

Upon motion, duly seconded and by unanimous vote, the members of Council
waived their normal, per-meeting pay for this work session.

The first item of discussion by Council was the latest proposal for Real
Estate Tax Relief as submitted by Mr. Ronnie Minter, Commissioner of the
Revenue, at the request of City Council. Councilmember Teague noted that
the figure on the total dollar amount of relief was a rough estimate.
Mayor Adams also re-emphasized Council's intent that any increase in the
relief provided through this effort would be realized by taxpayers in
December of 1997. The Mayor also noted that, in comparison to other
cities in Virginia, the proposed changes in the City of Martinsville's
relief program would place it somewhere in the mid-range of such
programs. Council then achieved consensus on their desire to have Option
Exhibit D., as described by Mr. Minter, presented in the form of an
Ordinance amendment at their next regularly scheduled Council meeting,
such amendment to be effective July 1, 1997.
