<br />A regular, semi~monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B.
<br />
<br />Adams, Jr., presiding, was held Tuesday, August 26, 1997, in the Council Chamber, City Hall, beginning at
<br />
<br />7:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A.
<br />
<br />Crabtree, Vice-Mayor; Bruce H.T. Dallas and M. Gene Teague. Councilmember Elizabeth H. Haskell was
<br />
<br /> delayed in her arrival, and not present for the start of the meeting.

<br />After the invocation, provided by Councilmember Teague, and followed by Mayor Adams' cordial welcome
<br />to visitors present, Council approved, upon motion, duly seconded and by unanimous vote, the minutes of its
<br />meeting of August 12, 1997, as submitted.
<br />
<br />Council next considered adoption of a Resolution related to signature authorizations on the City' s checking
<br />
<br />account with Patrick Henry National Bank. Upon motion, duly seconded and approved unanimously, Council
<br />
<br />approved the following Resolution, designating Bernice H. Smith, City Treasurer, and W.W. Bartlett, City
<br />
<br />Finance Director as authorized signatories on the City's checking account with Patrick National Henry Bank:

<br />Opening and Maintaining a Checking Account
<br />
<br />City of Maninsville, Virginia
<br />
<br /> I, the undersigned, hereby certify to Patrick Henry National Bank, Martinsville, Virginia, that I am the Clerk of
<br /> Council of the City of Martinsville, Virginia, a municipal corporation duly organized and existing under the
<br /> laws of the State of Virginia; that the following is a true copy of a resolution duly adopted by the Council of said
<br />~', Corporation at a meeting duly held on the 261h day of August, 1997, at which a quorum was present; and acted
<br /> throughout, and that such resolution is in full force and effect and has not been amended or rescinded.
<br />
<br />RESOLVED that Patrick Henry National Bank, Martinsville, VA, herein referred to as Bank, is
<br />hereby designated as a depository of this Corporation and that a checking account be opened and
<br />maintained in the name of this Corporation with said Bank; that any two (2) of the following
<br />officers or employees of this Corporation:
