228 <br /> AUGUST 21-22~ 1997 <br /> <br /> A special and duly called meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br /> Adams, Jr. presiding, was held Thursday, August 21, through Friday, August 22, 1997 at Bernard's Landing, <br /> Smith Mountain Lake, Virginia, beginning at 3:30 P.M. on August 21. The purpose of the meeting was the <br /> Council's annual Planning Session The following members of Council were present: George B. Adams, Jr., <br /> Mayor; Dr. Mark A. Crabtree, Vice-Mayor; Elizabeth H. Haskell; and M. Gene Teague. Councilmember <br /> Bruce H. T. Dallas was absent. Others present and participating included City Manager Earl B. Reynolds, Jr., <br /> Assistant City Manager Dewey P. Cashwell, and R. David Blackman, Program Facilitator, of R. David <br /> Blackman & Associates. <br /> <br />Council began its meeting with a general overview of the agenda for the planning session, as well as the <br />schedule to be followed, provided by Mr. Blackman. Mr. Blackman then provided the Council with a <br />presentation on and discussion of 10 Habits of Effective Municipal Governments. These included: 1 .) <br />Thinking Strategically, 2.) Working as a Team, 3.) Mastery of Decision Making, 4.) Ability to Define Roles <br />& Relationships, 5.) Ability to Establish Good Council-Staff Relationships, 6.) Ability to Evaluate <br />Implementation, 7.) Using Energy Appropriately, 8.) Ability to Establish Clear Rules for Meetings, 9.) <br />Seeking of Public Assessment, and 10.) Continuous Learning. Mr. Blackman also provided information on <br />"Qualities of a Good Council Member" and "Ethics for Effective Council Members". The consensus of <br />COuncil was that they were generally doing very well in terms of effectiveness and working relationships, <br />both among themselves and between themselves and staff, and that a strong sense of professionalism in both <br />groups was evident. <br /> <br />Council then proceeded to review their 1996 Strategic Plan, appraise the results of that plan, and assess the <br />performance of Council and City Staff with regard to their implementation of the Goals, Objectives and <br />Action Steps set forth in that document. In addition, Council proceeded to revise and update their plans and <br />strategies to identify new needs and requirements that would be the basis of their 1997 Strategic Plan, and <br /> <br /> <br />
