TUESDAY, AUGUST 12, 1997 <br /> <br />efforts to be undertaken to assist with the sign ordinance revision. Mr. Martin thanked the Council for their <br /> <br />attention to the concerns stated. <br /> <br />2!25 <br /> <br />Council then considered a Report from Ms. Joyce Martin, new Director of the Henry/Martinsville <br />Department of Social Services, regarding the FY 97-98 budget for the newly formed department and its <br />operations. Ms. Martin provided a comparison of the FY 96-97 budget to the new budget, discussed <br />projected operating expenses, and described organizational and process issues which had affected the final <br />outcome, which was a balanced budget. In addition, Personnel figures, transitional issues, and organizational <br />plans and future goals were discussed. Following several questions on details of the budget figures Council <br />expressed appreciation for Ms. Martin's efforts, stated their confidence in her desire to work towards <br />improved operations and future savings in operational costs, invited her active participation in the City <br />budget process next year, and pledged the City' s assistance in helping her to achieve a successful transition <br />for the new merged department. Councilmember Teague also stated that, in retrospect, when the governing <br />bodies of the City and County acted to merge their two Social Service Departments, the manner in which it <br />was done created a great deal of stress for those involved. He went on to say that the lesson learned was that <br />in future similar efforts they must do a better job of avoiding such problems, and that much had been learned <br />from this process. Ms. Martin thanked Council and City staff for their assistance and consideration, and took <br />the opportunity to introduce several members of her newly formed staff who were present, as well as two <br />members of the new joint Board. Finally, she pledged to invite members of Council to an opening event <br />when the move to their new location had been completed. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded, and by unanimous recorded vote, Council then convened in Executive Session for the <br />purpose of discussing the following matters: (1) A personnel matter under the jurisdiction of City Council, <br />as authorized by Subsection 1; (2) A personnel matter under the jurisdiction of the City Manager, as <br /> <br /> <br />
