TUESDAY, AUGUST 12, 1997 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Vice-Mayor Dr. <br /> <br />Mark A. Crabtree presiding, was held Tuesday, August 12, 1997, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council were present: Dr. Mark Ao Crabtree, Vice- <br />Mayor; Bruce H.T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. Absent was Mayor George B. <br />Adams, Jr., who was away from the City. <br /> <br />2,23 <br /> <br />After the invocation, provided by Councilmember Dallas, and followed by Vice-Mayor Crabtree's cordial <br />welcome to visitors present, Council approved, upon motion, duly seconded and by unanimous vote, the <br />minutes of its meetings of July 22 and 24 (Regular and Special), as submitted. <br /> <br />Under Business from the Floor, there were no statements or presentations. <br /> <br />Council next considered a presentation from Tim Martin, Chairman of the Uptown Business Association, <br />regarding matters affecting the Uptown area. Mr. Martin stated that there had been great progress achieved <br />in efforts to revitalize the Uptown, as a restfit of the hard work of many people, but that there was some "fine <br />tuning" still needed. He then presented a list of five items on which he requested the City' s assistance. These <br />were as follows: (1) The need for refuse collection to occur before 9:00 A.M.; (2) The need to have the <br />sidewalk trash cans emptied weekly, on a regularly scheduled day and time; (3) The need to replace dead <br />trees and replace the metal grates that had been removed from the bases of some of them; (4) The need to <br />repaint all the lamp posts; and (5) The need to address a new sign ordinance, and support the language <br />recommended by the Martinsville Uptown Revitalization Association and the Uptown Business Association <br />when the issue goes before the Planning Commission. Mr. Martin stated that the new sign ordinance needed <br />immediate and strong support from Council, as the Uptown businesses were trying to have their new store <br />fronts ready in time for the upcoming Christmas shopping season, and many had already bought new signs <br />for this purpose, in anticipation of this ordinance change.
