THURSDAY, JUNE 5, 1997 <br />A special and duly called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, June 5, 1997 in Room 200, City Hall, beginning at 11:00 <br />A.M. All members of Council were present: George B. Adams, Jr., <br />Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; Elizabeth H. <br />Haskell; and M. Gene Teague. <br /> <br />1.77! <br /> <br />The meeting began with a review of the 1997 Citizen Survey results. <br />Brenda Prillaman, Customer Service Representative, was present to <br />respond to questions from the members of Council. Ms. Prillaman noted <br />the survey had been sent to 7900 households, with 12% of those <br />returning the survey. 90% of those responding rated City services as <br />either good, very good, or excellent. Council Member Haskell noted the <br />survey provided information on the areas that concern citizens the <br />most. Council Member Dallas stated the survey indicated 60% of those <br />responding would support a City curfew ordinance. Erin Trollinger, of <br />the Youth Council, reported that the Council was working to develop <br />alternatives to the curfew ordinance, stating that such an ordinance <br />was negative to youth. Ms. Trollinger said the Youth Council would <br />have a written report on this issue within one week. After reviewing <br />other matters contained in the Citizen Survey report, it was the <br />consensus of Council that the report would be used for the Council's <br />strategic planning workshop. <br /> <br />Upon motion, duly seconded and by unanimous vote, the members of <br />Counsil waived their normal, per-meeting pay for this work session. <br /> <br />The second issue discussed was the expansion of the W.
