TUESDAY. MAY 13. 1997 <br /> <br />Tangible Personal Property for Taxation, of the City Code. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />an emergency basis, the following Ordinance No. 97-11: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled May 13, 1997 that it does hereby amend <br />Chapter 5--Animals and Fowl, Article III--Dogs and Cats, Section 5-42-- <br />Dogs Prohibited in Public Buildings, Food Establishments, etc.; <br />Exceptions of the City Code as follows: <br /> <br />Section 5-42. <br /> <br />Dogs prohibited in public <br />establishments, etc.; exceptions. <br /> <br />buildings, food <br /> <br /> (a) It shall be unlawful for the owner of any dog to allow, cause <br />or permit such dog to enter any public hall, restaurant, ice cream <br />parlor, soft drink parlor, food store, supermarket, public buildingor <br />any office or store during the time such office or store is open to <br />public business, whether or not the dog is muzzled, on lease or <br />otherwise under the immediate control of such owner. <br /> <br /> (b) This section shall not apply to a small or toy dog, as long <br />as it is being carried by its custodian, nor shall it apply to anV <br />police dog under the command and control of a member of the <br />Martinsville Police-Department or a member of another law enforcement <br />agency assisting the Martinsrills Police Department nor to any dog that <br />is trained and serves as a guide dog for a blind person, that is <br />trained and serves as a hearing dog for a deaf or hearing impaired <br />person or that is trained and serves as a service dog for a mobility- <br />impaired person. <br /> <br />BE IT FURTHER ORDAINED by said Council, that an emergency existing, <br />this Ordinance shall become effective immediately upon adoption. <br /> <br />Upon motion, duly seconded and by a vote of 4-1 (Council Member Dallas <br />opposing), Council accepted and appropriated $2,700 received from the <br />State Compensation Board to the Treasurer's FY 96-97 budget to fund <br />part-time help. The additional help was needed due to extended sick <br />leave by a Treasurer's Office employee. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing, as required by Section 15.1-162.1 of the State Code, to amend <br />the FY 96-97 City Budget in order to increase Refuse Fund expenditures <br />by$728,000 to provide the local share for the Clearview Business Park <br /> <br /> <br />
