MAY 13, 1997 <br /> <br />Support the establishment of the West Piedmont Regional Alliance <br />under the provisions of the 1996 Regional Cooperation Act in <br />conjunction with the other participating member local governments <br />of Planning District 12 and the West Piedmont Planning District <br />Commission; <br /> <br />Be included as a participating member of the West Piedmont <br />Regional Alliance, organized within the West Piedmont Planning <br />District and as set forth in the West Piedmont Planning District <br />Commission Bylaws; <br /> <br />Authorize the West Piedmont Regional Alliance, as a partnership <br />organization in accordance with the 1996 Regional Competitiveness <br />Act, to carry out the Regional Competitiveness Program process and <br />provisions on its behalf; and <br /> <br /> Distribute any incentive funds received through the Regional <br /> Competitiveness Act to the participating local governments on a <br /> per capita basis with the West Piedmont Planning District <br />'Commission receiving up to ten percent (10%) for administrative <br /> costs incurred in program administration. <br /> <br />Council considered a request by the Patrick Henry Development Council <br />that recognition be given to Industry Appreciation Week. The Mayor <br />read a proclamation he had signed declaring May 18-24, 1997 as Industry <br />Appreciation Week. Council Member Haskell noted this was an initiative <br />of the Action Council and proposed wording be added to the proclamation <br />recognizing the employees of the local industries. Upon motion, duly <br />seconded and by unanimous vote, Council concurred with this amendment <br />to the proclamation and the Mayor stated he would sign the amended <br />proclamation. <br /> <br />Council considered a request by the Juvenile and Domestic Relations <br />Court Service Unit for 85,500 in additional funding for FY 96-97 for <br />detention home expenses. The Mayor noted that each year, the J. & D.R. <br />Court estimates the amount that will be needed to fund the <br />incarceration of juveniles at the W. W. Moore Detention Facility, <br />however, there is no certainty that the amount budgeted will be the <br />amount that is eventually needed.
