TUESDAY. MAY 13. 1997 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, May 13, 1997 in the Circuit Courtroom, City Hall, <br />beginning at 7:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome' to <br />visitors present, Council approved the minutes of its meetings of April <br />15, 17, 21, 22, 24 and May 5, 1997 as amended. <br /> <br />Unde~ Business from the Floor, Harry Byrd, Director of the S.P.C.A., <br />asked for funding for the S.P.C.A. in the amount of $2,412 for FY 97- <br />98. Mr. Byrd detailed the services provided by the S.P.C.A. to the <br />City, stating that those services were valued at $4,380 annually. <br /> <br />Council conducted a public hearing on an Ordinance amending the Zoning <br />Map on a request from CMB Corporation to rezone property located at 319 <br />Starling Avenue (Tax Map 43, Block C, Lot 23A) from R-6 Residential to <br />P-2 Professional. Christine Bennett, petitioner, stated she was in the <br />process of cleaning up the property. James Crigger, 1122 S. Askin <br />Street, spoke in favor of the rezoning. There being no other public <br />comment, Mayor Adams declared the public hearing closed. Upon motion, <br />duly seconded and by unanimous vote, the following Ordinance was <br />adopted: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled, that in order to assure <br />compliance with Virginia Code Section 15.1-491 (g), it is stated <br />that the public purpose for which this Ordinance is initiated is <br />to fulfill the requirements of public necessity, convenience, <br />general welfare and good zoning practice, that the Zoning Map of <br />the City of Martinsville, Virginia, be--and is hereby--amended to <br /> <br /> <br />
