TUESDAY, APRIL 22, 1997 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, April 22, 1997 in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of April <br />7, 8, 10 and 14, 1997 as circulated. <br /> <br />Under Business From the Floor, Clyde Willjams, 607 First Street, <br />expressed appreciation to Council for its efforts in acquiring the R.P. <br />Thomas property. Mr. Willjams also stated he had heard concerns <br />expressed by the residents of Swanson Street regarding speeding <br />motorists on that street. <br /> <br />Council considered adoption of a Resolution amending the Charter of the <br />Piedmont Regional Criminal Justice Training Academy. Chief of Police <br />David Edwards stated the amendment was necessary due to a request by <br />the State regarding the charging of assessments to participating <br />localities. Upon motion, duly seconded and by unanimous vote, Council <br />adopted the following Resolution: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, on December <br />10, 1996, authorized the execution of an Agreement and Charter <br />providing for the establishment of the Piedmont Regional Criminal <br />Justice Training Academy; and <br /> <br />WHEREAS, the Department of Criminal Justice Services required that <br />certain language in Section 10 of the Charter be removed, such language <br />being in parenthesis and stating "(after State and Federal <br />appropriations have been deducted)"; and <br /> <br />WHEREAS, that language has now been removed to comply with the <br /> <br /> <br />
