136 <br /> <br />MONDAY, APRIL 21, 1997 <br /> <br />Crabtree all voiced support for cutting this amount to S1 million. <br />There was much discussion regarding the available funding to pay the <br />debt service for this item. Upon motion, duly seconded and by <br />unanimous vote, Council authorized the City Manager to explore <br />financing options which would provide the School Division with up to 82 <br />million in technology and capital maintenance funding, to be paid with <br />funds from the existing 4% Meals Tax. <br /> <br />Mr. Reynolds recommended the City Administration be authorized to seek <br />General Obligation bond financing in the amount of approximately <br />$1,650,000 to fund the City/School Garage Project and relocation of <br />school administration offices. The debt service payments would be <br />supported by a transfer from the Electric Fund to the General Fund. <br />Council Member Dallas expressed opposition to this project, stating <br />that it could be delayed for another year. In response to a question <br />from Mayor Adams, Mr. Reynolds stated he would provide an estimate of <br />the operational savings which could be achieved through implementation <br />of this project, therefore, Council took no action at this time. <br /> <br />Council then engaged in a discussion concerning proposed tax increases <br />and service rate increases, with a motion and second being made for the <br />City Manager to prepare two budget scenarios, one with a $.10 increase <br />in the real estate tax rate and one with a 8.12 increase in the real <br />estate tax rate. Both scenarios would include-the following: (1) <br />increasing the water service minimum bill from $5.40 to $8.00; (2) <br />increasing the sewer service minimum bill from $3.60 to $6.00; (3) <br />increasing auto decal fees from $15 to $20 on cars and small trucks, $3 <br />to $5 for motorcycles, and increasing the transfer fee from 81 to 83; <br />(4) including the E911 telephone surcharge and refuse collection fee <br /> <br /> <br />
