MONDAY. APRIL 21, 1997 <br /> <br />A special and duly called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, April 21, 1997 in the Council Chamber, City Hall, <br />beginning at 2:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />The purpose of the special meeting was to continue Council's review of <br />the City Manager's proposed FY 97-98 Budget. City Manager Earl B. <br />Reynolds, Jr. began the meeting with a review of capital projects for <br />FY 97-98. In discussing the new City Jail project, David Reeves, <br />Development Specialist, stated that the size of the new Jail would only <br />be known after the State Department of Corrections had completed its <br />review of the Community-Based Corrections Plan and the Jail Planning <br />Study. Mr. Reeves stated that it was possible the number of beds in <br />the facility would be reduced and, therefore, a smaller (and less <br />expensive) facility may be built. <br /> <br />Mr. Reynolds recommended that Council authorize the use of funds <br />contained in the FY 96-97 Refuse fund unexpended fund balance to pay <br />for the following capital projects: (1) Cleveland Avenue Gym <br />renovation--S150,000; (2) American Furniture site clean-up--S50,000; <br />(3) R. P. Thomas site demolition--S100,000; (4) renovation of the <br />City/County Social Services building--S102,000; and (5) Clearview <br />Business Park--8728,000. Other pro3ects listed included Albert Harris <br />School renovation ($7,150,000), School Division Technology and <br />Maintenance ($1,000,000 each), Miscellaneous Uptown property purchases <br />(8135,000); Neighborhood property purchase ($175,000), Brown Street Gym <br />($450,000), City/School Garage (81,500,000) and relocating the School <br /> <br /> <br />
