J. 28

TUESDAY, APRIL 15, 1997

marketing activities and highlighted Cinergy's desire to work with the
City in economic development and other joint activities. Mr. Cozey
also expressed these views.

All members of Council expressed appreciation to those responsible for
the Cinergy contract. In response to a question from a Council member,
City Manager Earl B. Reynolds, Jr. stated the next step would be for
Council to take action at a future meeting on the Power Supply
Agreement and on the Blue Ridge Power Agency Agreement in order to
finalizethe Cinergy purchase.

Council then reviewed the proposed budget of the Electric Division. In
response to questions from members of Council, Mr. Richardson stated he
forecast a $200,000 increase in the sale of electricity due to the
prior year's experience and he did not budget for any refund from AEP
in the proposed budget.

Council then continued its review of the Public Works Department
budget. Leon Towarnicki, Director of Public Works, began by reviewing
the proposed capital improvements to the Central Garage/Warehouse area
which are estimated to cost $1,750,000. In response to a question from
Council Member Dallas, Mr. Towarnicki stated if the project is not
funded, more vehicle maintenance would need to be contracted out to
private vendors.

Mr. Reynolds noted that capital items which had been inadvertently
omitted from the budget included S102,000 for renovation of the Tultex
building for the new City/County Social Services Department and
$100,000 for demolition and site preparation for the R. P. Thomas
