J.l.$' <br /> <br />THURSDAY, APRIL 10, 1997 <br /> <br />School Division; (6) Council needs to review the financial impact of <br />the proposed salary increases; (7) she would like to be provided with <br />a list of all consultants and consultant projects; (8) she would be <br />asking agencies about the impact of a 10% cut in their proposed <br />budgets; and (9) a capital improvements plan for the future needs to be <br />prepared. <br /> <br />Council Member Dallas stated he was against raising taxes. He stated <br />that there was a need for an evaluation of City personnel to ensure <br />that all persons employed by the City were needed. He expected to see <br />some type of efficiency study of City departments. Council Member <br />Dallas further stated he was opposed to the increase in the Meals Tax <br />and the consumer utility tax on natural gas because of the impact of <br />the taxes on poor people. Council Member Dallas stated he would like <br />to see all City equipment parked on City grounds, with employees using <br />personal vehicles to commute to work. Finally, Council Member Dallas <br />stated he would like to be provided information on the percentage of <br />City employees who are not residents of the City. <br /> <br />Several members of Council discussed possible procedures for directing <br />the budget discussion. Council Member Teague suggested a vote be taken <br />on whether the consumer utility tax on natural gas be included in the <br />City Manager's proposal, as it appeared there was a lack of support for <br />this tax. Mayor Adams suggested it would be appropriate to review <br />expenditures prior to discussing proposed revenues because expenditure <br />reductions may make some forms of increased revenues unnecessary. <br /> <br />In response to a question from Council Member Haskell, City Manager <br />Earl B.
