MONDAY. APRIL 7, 1997 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, April 7, 1997 in the Circuit Courtroom, City Hall, <br />beginning at 7:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />The Mayor announced the purpose of the special meeting was to hear a <br />presentation on the City Manager's proposed FY 97-98 Budget. Council <br />agreed that at this meeting they would listen to the City Manager's <br />proposal and would ask questions, but would take no action or voice <br />opinions as to the matters proposed. <br /> <br />City Manager Earl B. Reynolds, Jr. then presented an overview of the <br />proposed Budget, which he entitled "Community on the Horizon". Mr. <br />Reynolds first outlined the following goals for growth and development: <br />revive underutilized assets, assist business expansion, and modify <br />government operations. Mr. Reynolds provided detailed examples of the <br />City's efforts in these three areas. <br /> <br />Mr. Reynolds noted the preliminary results from the citizen survey <br />conducted in early 1997. The results indicated 35% of respondents <br />rated City services as "very good" in 1997 versus 32% rating City <br /> <br />services as "very good" in 1995. In all other categories, the 1997 <br />ratings were improved over 1995. <br /> <br />Mr. Reynolds listed the following activities which were planned for the <br />future: clearing abandoned structures to create new building <br />opportunities and improve community "curb appeal", seeking out more <br /> <br /> <br />
