THURSDAY, MARCH 6, 1997 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, March 6, 1997 in Room 200, City Hall, beginning at 11:00 <br />A.M. The following members of Council were present: George B. Adams, <br />Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; and M. <br />Gene Teague. Absent was Elizabeth H. Haskell. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council waived its <br />normal, per-meeting pay for this work session. <br /> <br />Council then heard a presentation by Brian Wishneff, of Brian Wishneff <br />and Associates, of a Phase I Planning Study for a proposed Multi-Use <br />Facility. Mr. Wishneff reviewed the activities he had undertaken in <br />order to complete the report as follows: review of existing <br />competitive facilities in the greater region, review of existing or <br />planned competitive facilities in Martinsville-Henry County, a search <br />for a partner or partners in the pro3ect, and interviews with potential <br />users and community leaders. Mr. Wishneff listed the potential uses of <br />a multi-use facility in the community: meeting and training, <br />banquets/catering, trade and consumer shows, entertainment events, <br />indoor sports, outdoor sports, some type of connection with the <br />furniture industry, a possible pro3ect involving the Virginia Museum of <br />Natural History, and a possible connection with auto racing. <br /> <br />Mr. Wishneff recommended that Council proceed with a Phase II study of <br />a multi-use facility. The Phase II study would involve the following: <br />utilization estimates, evaluation and recruitment of partners, and <br />preliminary facility location efforts. Mr. Wishneff estimated the cost <br />of such a study at 830,000 to 840,000. <br /> <br /> <br />
