TUESDAY, FEBRUARY 25, 1997 <br />appropriation to be taken from the Capital Reserve Fund unexpended fund <br />balance and appropriated to the Physical Plant Expansion--City Hall <br />line item in the Capital Reserve Fund. <br /> <br />Council acknowledged a financial report for the month ending 1/31/97. <br /> <br />In matters not on the agenda, Mayor Adams suggested a report be given <br />on the City's progress toward implementation of a geographic <br />information system; and Assistant City Manager DeweyCashwell noted the <br />video magistration system between the City and the new Henry County <br />Courthouse was scheduled to be operational on February 26. <br /> <br />In accordance withSection2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the following matters: (1) an appointment to the Local <br />Emergency Planning Committee, as authorized by Subsection 1; and (2) <br />the possible disposition of publicly-held property, as authorized by <br />Subsection 3. At the conclusion of this Executive Session, each member <br />of Council certified that (1) only public business matters exempt from <br />open meeting requirements were discussed in said Executive Session; and <br />(2) only those business matters identified in the motion convening the <br />Executive Session were heard, discussed or considered during said <br />Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council appointed <br />Mayor Adams as the City Council representative to the Local Emergency <br />Planning Committee. <br /> <br /> <br />
