TUESDAY, FEBRUARY 25, 1997 <br /> <br />1. The Council hereby approves the issuance by the Issuer of the <br />Bonds totheextent required by Section 147 (f) of the Code and Section <br />15.1-1378.1 of the Act, and concurs with the resolution adopted by the <br />Issuer on February 13,. 1997, to the extent required by Section 15.1- <br />1378. of the Act. <br /> <br />2. The approval of the issuance of the Bonds does not constitute an <br />endorsement of the Bonds or the creditworthiness of the Hospital. The <br />Bonds shall not be deemed. to constitute a debt or a pledge of the <br />Commonwealth 'of Virginia, or any -political. subdivision thereof, <br />including the City, but the Bonds shall be payable solely from the <br />revenues derived from the Hospital and pledged to the payment thereof <br />and no owner of any of the Bonds shall ever have the right to compel <br />any exercise of the taxing power of the Commonwealth or any political <br />subdivision thereof. <br /> <br />3. All acts and doings of the officers and members of the Council <br />which are in conformity with the purposes and intent of this resolution <br />shall be, and the same hereby are, in all respects approved and <br />confirmed. ' <br /> <br />4. This resolution shall take effect immediately upon its adoption. <br /> <br />Council considered a request by the West. Piedmont Planning District <br />Commission for approval of the City's Overall Economic Development <br />Program Priority Project List for 1997. Thomas Harned, Assistant to <br />the City Manager for Development, reviewed the listing in detail and <br />responded to several questions from the members of Council regarding <br />specific aspects of the listing. Upon motion, duly seconded and by <br />unanimous vote, Council authorized the City Manager to submit the <br />listing and a letter to the U. S. Economic Development Administration <br />stating that the City has elected to be covered by the 1997 Overall <br />Economic Development Program for the West Piedmont Planning District in <br />its capacity as an EDA Economic Development District. <br /> <br />Council considered adoption of the Planning Study for the new jail <br />facility for submittal to the Virginia Department of Corrections. <br />David Reeves, Community Development Specialist, was present to respond <br />to questions from the members of Council regarding the Planning Study <br />document.
