MONDAY, DECEMBER16, 1996 <br /> <br />To authorize the City Attorney (along with the County Attorney) to <br />petition the State Board of Social Services to approve, with the <br />consent of the Governor, the establishment of a Social Services <br />District composed of the County of Henry and the City of <br />Martinsville. <br /> <br />To appoint, along with the Bgard of .Supervisors, an adminis- <br />trative board with a total of nine members, with initial terms of <br />office to be determined by the State Board of Social Services. <br />Six members of the administrative board. shall be appointed by the <br />Board of Supervisors and three members shall be appointed by City <br />Council. Each locality reserves the right to appoint a government <br />representative as one oftheir members. <br /> <br />To allocate the local funding for the consolidated agency on the <br />following basis: <br /> <br />Program costs: The cost of benefits provided directly to <br />clients to be paid by the locality in which the client <br />resides. <br /> <br />B. Administrative costs: <br /> <br />(i) <br /> <br />Costs, including operation and maintenance expenses, to <br />be paid 66% by the County and 34% by the City, based on <br />caseload hours, with this formula to be re-evaluated <br />every two years in conjunction with State biennial <br />budgets. <br /> <br />(2) <br /> <br />Additional administrative costs for local share of <br />Federal pass-thru funds to be paid by the County, <br />subject to appropriation by the County. <br /> <br />(3) Any additional fringe benefit costs for existing City <br /> employees shall be paid by the City. <br /> <br />Fiscal Agent Responsibilities: The County shall serve as <br />fiscal agent for the consolidated agency. The County may <br />invoice the consolidated social services agency for <br />accounting services, not to exceed the actual cost of <br />providing the specified services. <br /> <br />Agency Staffing: Employees of the subject departments shall <br />be employed by the consolidated agency when it begins to <br />operate as such. However, the consolidated agency director <br />(with Board approval) may reorganize, transfer, or redefine <br />positions within the scope of their duties to provide quality <br />services, operate efficiently, and operate within the limits <br />of funding available from local, state, or other sources. <br /> <br />To direct its staff and attorney to workwith the County staff and <br />attorney to: <br /> <br />Research the issues of composition and compensation of the <br />administrative board of the consolidated agency. <br /> <br />Take necessary actions required by the State Board of Social <br />Services to complete the agreement between the two governing <br /> <br /> <br />
