FRIDAY, NOVEMBER 15, 1996 <br />the agenda from a merger study to a study about restructuring and <br />rethinking local governmental relationships and structures. Dr. Lacy <br />recommended that if a study is authorized, threeprimary issues must be <br />addressed: taxes, =schools, and the manner in which election districts <br />are drawn and the number of districts. Dr. Lacy offered advice as <br />follows to the Board and Council: (1) "do not undertake the study <br />yourselves or with your staff because to do the job will be very time <br />consuming"; (2) appoint a citizens' task force on the restructuring of <br />government; and (3) minimize the amount of public funds expended for <br />the study. Dr. Lacy estimated that approximately $100,000 would be <br />needed to conduct the study using the task force model. <br /> <br />After more broad discussion surrounding the issues, Council Members <br />Teague and Haskell strongly supported setting a date for a Joint <br />meeting in the near future for the Council and Board to make a decision <br />on whether to conduct a study. Council Member Teague stated that he <br />was prepared to support a study at the present time. <br /> <br />Several Board members expressed reservations regarding setting a date <br />for a future meeting. Several Council Members noted the difficulty in <br />scheduling a joint meeting through the administrative staff. <br />Supervisor Pilson stated that he did not have his calendar with him. <br />The Board of Supervisors unanimously voted to ask the County <br />Administrator to work with the City Manager to determine a future <br />meeting date. <br /> <br />County Administrator Sidney Clower expressed hope that he and City <br />Manager Reynolds could work to resolve two joint issues facing the two <br />localities prior to the end of 1996: the merger of Social Services <br /> <br /> <br />
