TUESDAY, NOVEMBER 12, 1996 <br /> <br />Council considered adoption, on emergency basis, of Ordinance No. 96-12 <br />amending Chapter 18--Solid Waste of the City Code and authorizing the <br />City Manager to execute a Memorandum of Understanding with the West <br />Piedmont Planning District Commission for participation in the Waste <br />Tire Fund Program through the Virginia Department of Environmental <br />Quality to provide a Waste Tire Collection and Processing Center. Leon <br />E. Towarnicki, Director of Public Works, and Jeff Joyce, Landfill <br />Manager, were present to explain the purpose of the Waste Tire Fund <br />Program is to provide a convenient and economical method of removing <br />waste tires from landfills. Under the Program, tires will be processed <br />and recycled by a private processor contracted with the State. The <br />Program is administered by the Central Virginia Planning District <br />Commission in conjunction with the West Piedmont PDC. The State has <br />allocated $17,863 for the City and $62,942 for Henry County to operate <br />the program for a two-year period. The proposed Ordinance was said to <br />be necessary because the State recommends a tipping fee of $1.00 for <br />tires, whereas the current City Code mandates a $2.00 fee. In response <br />to a question from Council, Mr. Towarnicki stated the proposed <br />Ordinance's language of "not to exceed" was proposed due to the <br />possibility of the program not continuing beyond the two-year period, <br />which would eliminate the need to modify the Code to return to a $2.00 <br />charge. Upon motion, duly seconded and by unanimous vote, Council <br />authorized the City Manager to execute the Memorandum of Understanding <br />and adopted the following Ordinance No. 96-12 on emergency basis: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled November 12, 1996, that it does hereby amend <br />Chapter 18--Solid Waste, Article II--In General, Section 18-24--Fee <br />Schedule of the City Code, as follows: <br /> <br />Sec. 18-24.
