Further discussion then ensued concerning <br />the timing of the proposed action, and Council's consensus was that in spite of the unfortunate timing the <br />right thing needed to be done. Council Member Roop stated that in addition to these actions other measures <br />needed to be taken at some point to provide added training step improvements, Merit Pay, and better <br />tomparables on various positions. Vice-Mayor Teague noted that the City is idamentally a service <br />organization, and the citizens have a high quality of service expectation that must continue to be met. <br />Council Member Dallas asked if all employees might be guamteed some increase through the process, and <br />Mr. Reynolds stated that he had already provided for a minimum of not less than a 2% increase for all <br />employees on December 1, 1998. Mayor Crabtree then confirmed that no action was required by Council in <br />order for Mr. Reynolds to carry out his measures on October 1, 1998. He also asked if School <br />Superintendent Dr. Ira Trollinger had similar plans for such adjustments, to which Mr. Reynolds replied that <br />he was free to do so within his budget, just as he had done. <br /> <br />Council next considered the need to meet in Executive Session. In accordance with Section 2.1-344 (A) of <br />the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by unanimous <br />recorded vote, Council convened in Executive Session for the purpose of discussing the following matters: <br /> <br />The condition, acquisition or use of real property for public purpose, as authorized by <br />Subsection 3. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that (1) only public business <br />matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only <br />those business matters identified in the motion convening the Executive Session were heard, discussed, or <br />considered during said Session. <br /> <br /> <br />
