168 TUESDAY, OCTOBER 27, 1998 System expenditures, and Council Member Haskell noted that the technology expenditures accomplished had provided for the very effective Waterford Reading Systems, among other things. Council next considered their Consent Agenda. Upon motion by Vice-Mayor Teague and second by Council Member Haskell, and by unanimous vote, all members voting (5-Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), Council approved the following: A, Accepted and appropriated $68,379 in Department of Criminal Justice Services grant funds for the Victim-Witness Program, into Revenue Account 01-000500-2403045--Victim- Witness Program and appropriated additional funds in excess of the original amount expected from this grant ($25,299) for expenditure in the various line items of 01-220200 of the Victim-Witness Program in the General Fund. Accepted and appropriated $300 from the Exchange Club of Martinsville and Henry County to the Fire Department for the Fire Prevention Program, accepting the revenue into Revenue Account 01-000500-1899057--Donations/Fire Department for Expenditure in Account 01-320100-5401020--Fire Prevention Supplies in the Fire Department's budget in the General Fund. Under items not on the Agenda the following was discussed: Mayor Crabtree noted Council's unanimous support of the Drug Task Force's Drug Free Community program. Council Member Haskell made note of the Constitutional Amendments on the upcoming ballot of the November 3rd Election, and encouraged citizens to vote in favor of Amendments 3 and 4. General discussion then took place among the Council Members concerning the merits of the Amendments in question and all members echoed their support of these issues. Council Member Dallas complimented City staff on their good work on the demolition of the old Tultex building at Moss and Fayette Streets.
