<br />April 14, 2009 <br /> <br />The regular meeting of the Council of the City of Martinsville, Virginia, was <br />held on April 14, 2009, in Council Chambers, Municipal Building, at 7:30 PM, <br />with Mayor Kathy Lawson presiding. Council Members present included: Mayor <br />Kathy Lawson, Vice Mayor Kimble Reynolds, Gene Teague, Mark Stroud, Sr., and <br />Danny Turner. Staff present included: Clarence Monday, City Manager, Brenda <br />Prillaman, Leon Towarnicki, Eric Monday, Wayne Knox, Mike Rogers, Linda <br />Conover, Susan McCulloch, Kenneth Draper, Gary Cody, Ruth Easley, Sheriff <br />Steve Draper and numerous personnel from City Sheriffs office. <br />Following the invocation by Danny Turner and Pledge to the American Flag, <br />Mayor Lawson welcomed everyone to the meeting. <br />On a motion by Kimble Reynolds, seconded by Gene Teague, Council <br />approved with a 5-0 vote, the minutes of the March 24,2009 meeting. <br />Sheriff Wakey Howard of New Kent County, representing the Executive <br />Board of the Virginia Law Enforcement Professional Standards Commission and <br />Sheriff Charles E. Jett of Stafford County presented the Award of Accreditation to <br />the Martinsville Sheriffs Office for achieving accredited status. The accreditation <br />program was designed to measure and confirm compliance of the participating <br />agency with professional standards in the law enforcement profession. Only 77 <br />of 417 sheriffs agencies in Virginia have reached accreditation and the process is <br />totally voluntary and not a requirement. The Mayor read a congratulatory letter <br />to the Sheriff from Senator Roscoe Reynolds who could not be in attendance. <br />Police Chief Mike Rogers along with other members of the Martinsville and <br />Henry County government made a presentation of a framed Commonwealth Flag <br />print to former Congressman Virgil Goode expressing appreciation for his <br />commitment to and strong support of public safety: City Manager Clarence <br />Monday, County Administrator Benny Summerlin, Sheriff Steve Draper, Fire <br />Chief Kenneth Draper, Police Academy Director Charles Long, Henry County <br />Sheriff Lane Perry, Martinsville Public Safety Director Bob Phillips, City Police <br />Chief Mike Rogers and Henry County Public Safety Director Dale Wagoner. <br />Leisure Services Director Gary Cody and Melissa Gravely of Activate <br />reported on numerous physical and education activities in the community to <br />
