<br />April 14, 2009 <br /> <br />Commissioner of Revenue Ruth Easley reported that under the provision of <br />the Exemption Ordinance enacted by Council in January 2007, any entity that <br />does not clearly fall into any exemption category granted by the Code of Virginia <br />must request an exemption approval from the City Council in the form of an <br />exemption ordinance. In order for the exemption request to be considered by <br />Council as part of the annual budget deliberations, the requesting entity must <br />have submitted an exemption application to the Commissioner of the Revenue by <br />November 1,2008. The Commissioner of the Revenue referred the applications <br />received to the City Manager along with a report of the revenue impact that any <br />possible exemption may have. The City Manager appointed a review committee <br />consisting of himself, Mayor Lawson, the City Commissioner of the Revenue, the <br />City Treasurer, and the Assistant Finance Director to review the 1 application <br />received. Council must set a public hearing to review the applications and act on <br />the request of Southern Area Agency on Aging. On a motion by Gene Teague, <br />seconded by Mark Stroud, Council agreed to set a public hearing for the April 28, <br />2009 Council meeting to review the application requesting local tax exemption. <br />Quarterly reports from outside agencies that received FY09 funding were <br />included in Council's agenda packets for review. Council Member Teague asked <br />that Council consider asking these agencies to come in once a year and report to <br />Council and the Mayor said this will be discussed during the budgeting process. <br />Jim Tobin reported the Piedmont Regional Community Services Board was <br />established in 1972 by Resolution of Martinsville City and the counties of Henry, <br />Patrick, and Franklin. Two members serve the Board on behalf of Martinsville. <br />With population changes since the Board's inception, PRCSB proposes changing <br />the size of the Board from 12 members to 14, resulting in two additional Board <br />members for Franklin County. If the proposed Resolution is passed by City <br />Council, Martinsville's composition will remain at two members. <br />On a motion by Gene Teague, seconded by Danny Turner, with the following 5-0 <br />recorded vote: Mrs. Lawson, aye; Mr. Reynolds, aye; Mr. Stroud, aye; Mr. Teague, <br />aye; and Mr. Turner, aye, Council approved he following resolution changing the <br />Board composition of the Piedmont Regional Community Services Board from 12 <br />members to 14 members: <br />
