Consider approval of minutes of April 14, 2009 and April 21, 2009. (2 minutes) <br /> <br />2. Presentation of proclamation acknowledging National Police Week May 10 through May 16. <br />(2 minutes) <br /> <br />3. Consider setting a public hearing for May 26, 2009 regarding school board vacancies <br />occurring June 30, 2009. (2 minutes) <br /> <br />4. Conduct a public hearing and approve ordinance, on first reading, on a recommendation <br />from the Martinsville Planning Commission to rezone a portion of the former Martinsville <br />Novelty site, located at 900 Rives Road (known as 53(05)00/03,03A on the Tax Map of the <br />City of Martinsville) from M-2 Manufacturing to R-9 Residential and to grant a special use <br />permit, with conditions, to allow rehabilitation and retrofitting of this former manufacturing <br />site into 60 multi-family apartment units. (5 minutes) <br /> <br />5. Hear an update from Martinsville-Henry County Economic Development Corporation. (10 <br />minutes) <br /> <br />6. Consider adoption of a resolution designating a portion of the Broad Street parking lot as a <br />Heritage Park. (10 minutes) <br /> <br />7. Consider adoption of a resolution supporting a phased approach to the development of the <br />landfill methane recovery proiect. (5 minutes) <br /> <br />8. Consider approval of consent agenda. <br />A. Accept and appropriate budget adjustments FY09. (2 minutes) <br /> <br />9. Business from the Floor (10 minutes) <br />This section of the Council meeting provides citizens the opportunity to discuss <br />matters, which are not listed on the printed agenda. In that the Council meetings are <br />broadcast on Martinsville Government Television, the City Council is responsible for <br />the content of the programming. Thus, any person wishing to bring a matter to <br />Council's attention under this Section of the agenda should: (1) come to the podium <br />and state their name and address; (2) state the matter that they wish to discuss and <br />what action they would like for Council to take; (3) limit their remarks to five minutes; <br />and (4) refrain from making any personal references or accusations of a factually false <br />and/or malicious nature. Persons who violate these guidelines will be ruled out of <br />order by the presiding officer and will be asked to leave the podium. Persons who <br />refuse to comply with the direction of the presiding officer may be removed from the <br />chambers. <br /> <br />10. Comments by members of City Council (5 minutes) <br />
