<br />The requirements placed on property located within historic areas by this <br />ordinance shall be co - extensive with, and in addition to, the requirements set out <br />in Sections I through XXIV ofthe Martinsville Zoning Ordinance. <br /> <br />Criteria for the Expansion or Establishment of Additional Historic Zoning Areas <br /> <br />Expanded or additional historic zoning areas may be established to designate and <br />protect properties that include areas, individual structures, and archaeological <br />sites of historic, architectural, or cultural significance. In establishing such areas, <br />it must be determined that the property, structure, or area meets at least one of the <br />following criteria: <br /> <br />Possesses character, interest, or value as part of the development, heritage, or <br />cultural characteristics of the community, state, or country: <br />Is a site of a significant local, state, or national event; <br />Is clearly identified with a person or persons who significantly contributed to <br />the development of the community, state, or country; <br />Embodies the distinguishing characteristics of an architectural style valuable <br />for the study of a period, type, method of construction, or use of indigenous <br />materials; <br />Is identified as the work of a master builder, designer, architect, or landscape <br />architect whose work has influenced the development ofthe community, state, <br />or country; <br />Embodies elements of design, detailing, materials, or craftsmanship that <br />render it architecturally significant; <br />Embodies design characteristics that make it structurally or architecturally <br />significant; <br />Occupies a unique location or possesses singular physical characteristics that <br />make it an established or familiar visual feature; <br />Provides for a landscape unit needed to control potentially adverse influences <br />on lands closely related to and bearing upon the character of historic site or <br />sites. <br /> <br />Procedure for the Establishment or Expansion of Historic Zoning Areas <br /> <br />Additions and expansions to historic zoning areas may be initiated by resolution <br />of City Council, or motion of the Planning Commission, or by petition of the <br />owner or the owner's agent. Additionally, the Architectural Review Board may <br />recommend such initiation to the City Councilor Planning Commission. As a <br />part of the City Council's consideration of the expansion of existing areas or <br />creation of additional areas, it may review reports prepared by the Department of <br />Community Development and the Architectural Review Board along with the <br />information relevant to the determination of the appropriateness of such proposed <br />expansion and additions. <br /> <br />2 <br />
