<br />A called worksession of the Council of the City of Martinsville, Virginia, was
<br />held on Saturday, November 22, 2008, in Room 32, Municipal Building, at 8:30
<br />AM, with Mayor Kathy Lawson presiding. Council Members present included:
<br />Mayor Lawson, Council Member Gene Teague, Council Member Danny Turner
<br />and Council Member Mark C. Stroud, Sr. Vice Mayor Kimble Reynolds, Jr. was
<br />absent. Staff present included: Clarence C. Monday, City Manager, Brenda
<br />Prillaman, Eric Monday, Leon Towarnicki, John Dyches, Wayne Knox, Kris
<br />Shrader, Durwin Joyce, Mike Rogers, Iris Read, Scott Coleman, Donna Odell,
<br />Esther Artis, Roy Prillaman, Cindy Dickerson, Ashby Pritchett, and Ruth Easley.
<br />After calling the meeting to order, Mayor Lawson welcomed everyone. A
<br />listing of the Key Outcomes recently developed by Council with input from city
<br />department heads using City Council's Strategic Priorities was distributed. Staff
<br />and Council divided into four groups to look at the following categories and come
<br />up with projects/ supporting goals to support the Key Outcomes: Community
<br />Development & Government-Council Member Teague, Clarence Monday, Esther
<br />Artis, Roy Prillaman, Mike Rogers; Economic Development & Leadership-Mayor
<br />Kathy Lawson-Iris Read, John ,Dyches, Ruth Easley, Donna Odell, Wayne Knox;
<br />Culture & Education-Council Member Danny Turner, Eric Monday, Kris
<br />Shrader, Durwin Joyce, Ashby Pritchett; Recreation & Self Image-Council
<br />Member Mark Stroud, Scott Coleman, Cindy Dickerson, Leon Towarnicki, Brenda
<br />Prillaman. At the end of the breakout sessions, the four groups came together
<br />and reviewed all projects identified by the groups. All of the projects/ supporting
<br />goals will be outlined in a draft document with timelines developed by city staff
<br />and presented to Council in January 2009 for amendments and/ or approval.
<br />In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as
<br />amended) and upon a motion by Gene Teague, seconded by Danny Turner, with
<br />the following 4-0 recorded vote: Mrs. Lawson, aye; Mr. Teague, aye; Mr. Stroud,
<br />aye; and Mr. Turner, aye, Council convened in Closed Session, for the purpose of
<br />discussing the following matter: (A) Consultation with legal counsel and briefings
<br />by staff members, attorneys or consultants pertaining to actual or probable
<br />
