August 8, 2008 The Honorable Mayor and City Council City of Martinsville 1\,1artinsville, VA Dear Council ?v1cmbcrs: The Planning Commission, at its regular meeting Oil July 17.2008, conducted a duly advertised Public I fearing on a propos;!1 to amend Section VIL General Sign Regulations. Paragraph K.. rcmporary Display, of the Zoning Ordinance, Our Ordinance currently allo\\5 the use of trailer-mounted signs (with or without wheels, banners, streamers, pennants and/or animated devices suspended from ropes, cords or wires by issuance of a permit for u period of thirty days and only once every ninety days. The proposed amendment would allow a permit to be issued for sixty days and iC approved for another thirty dnys by issuance of another permit The amendment would also allow the City to remove the sign after the expiration date at the cost of th~' individual applicant or responsible enterprise. At the Public !Iearing it was noted the service time of seasonal businesses is usually longer than one month. This proposal would enable these businesses to advertise for a longcr period of time without the cost of another permiL City staCr is recoml1l(_'nding the amendment in an attempl to be more business ti'i<:ndly, especially for smaller businesses. There was no citi/.cn response regarding this proposed amendment, and no one from the public was present at the hearing.
