<br />September 25,2008 <br /> <br />A called worksession of the Council of the City of Martinsville, Virginia, was <br />held on September 25, 2008, in Room 32, Municipal Building, at 6:30 PM, with <br />Mayor Kathy Lawson presiding. Council Members present included: Mayor <br />Lawson, Vice Mayor Kimble Reynolds, Jr., Council member Gene Teague, Council <br />Member Danny Turner and Council Member Mark C. Stroud, Sf. Staff present <br />included: Clarence C. Monday, City Manager and Brenda Prillaman. <br />The City Manager briefed Council on his recent ICMA conference and <br />shared information from sessions. He went over a spreadsheet presented at the <br />conference which outlined that locality's Council goals and tasks involved on each <br />item. Council agreed that this spreadsheet format will be used on the goals <br />document now being developed. <br />There was discussion as to the importance of public input in the goals <br />development process as well as the need to identify Council's top priorities as <br />time to accomplish them this year will be short with time it will take to have <br />community and staff involvement in development of the document. <br />Using the previously prepared vision statements, Council developed the <br />following strategic priorities: <br />1. Government: Ensure a government that IS efficient, transparent, <br />affordable and collaborative. <br />2. Community Development: Provide attractive, safe neighborhoods with a <br />great quality of life. <br />3. Recreation: Create and enhance new recreation opportunities, facilities <br />and resources in Martinsville- Henry County for all citizens. <br />4. Education: Support a high quality educational system that meets <br />personal and professional needs of our citizens. <br />5. Economic Development: Aggressively develop and promote a healthy, <br />growmg economy. <br />6. Leadership: Maintain and build leadership opportunities for our citizens. <br />7. Self Image: Improve our self image. <br />8. Culture: Develop and enhance cultural opportunities for our community. <br />
