<br />(10 <br /> <br />April 8, 2008 <br /> <br />The regular meeting of the Council of the City of Martinsville, Virginia, was <br />held on April 8, 2008, in Council Chambers, Municipal Building, at 7:30 PM, with <br />Mayor Kimble Reynolds, Jr. presiding. Council Members present included Kimble <br />Reynolds, Jr., James Clark, Kathy Lawson, Ron Ferrill, and Gene Teague. Staff <br />present included Clarence Monday, City Manager, Leon Towarnicki, Brenda <br />Prillaman, Eric Monday, Linda Conover, Eddie Cassidy, Scott Coleman, Wayne Knox <br />and Ruth Easley. <br />Following the invocation by Council member Kathy Lawson and Pledge to the <br />American Flag, Mayor Reynolds welcomed everyone to the meeting. <br />On a motion by Kathy Lawson, seconded by Ron Ferrill, Council approved the <br />minutes of the March 25,2008 meeting. <br />Mayor Reynolds read a Proclamation declaring April 2008 as Child Abuse <br />Prevention Awareness Month and presented it to Glenda Hall representing the <br />Exchange Club of Martinsville & Henry County. <br />Community Development Director Wayne Knox made brief comments <br />regarding the rezoning of the Chatham Road properties noting that there was no <br />opposition when the Planning Commission held their public hearing. Mayor <br />Reynolds opened the public hearing on a recommendation from the Planning <br />Commission to rezone three parcels located at 1100 Chatham Road and 1108 <br />Chatham Road, (known as 25(05)001/ 132A, 132B, 133 and 134 on the Tax Map of <br />the City of Martinsville) from R-9 Residential to C-3 Commercial and consider <br />approval of ordinance, on first reading, to amend the zoning map. There being no <br />public comments, Mayor Reynolds adjourned the public hearing which will be <br />continued at the April 22, 2008 meeting. On a motion by Ron Ferrill, seconded by <br />Kathy Lawson, with following recorded vote: Mr. Reynolds, aye; Mr. Clark, aye; Mrs. <br />Lawson, aye; Mr. Ferrill, aye; and Mr. Teague, aye, Council approved the ordinance, <br />on first reading, to amend the zoning map to the extent that 1100 & 1108 Chatham <br />Road, (Parcels 25(05)00/ 132A, 132B, 133 and 134 on the Zoning Map of the City of <br />Martinsville) from R-9 Residential to C-3 Commercial. <br />Mark Heath gave the monthly update from the Martinsville-Henry County <br />Economic Development Corporation. He pointed out the property for RTI should be <br />transferred to them this month and that project is moving forward. Other activities <br />
