<br />July 8, 2008 <br /> <br />The regular meeting of the Council of the City of Martinsville, Virginia, was held <br />on July 8, 2008, in Council Chambers, Municipal Building, at 7:30 PM, with Mayor <br />Kathy Lawson presiding. Council Members present included: Mayor Kathy Lawson, <br />Vice Mayor Kimble Reynolds, Jr., Gene Teague, Mark Stroud, Sr., and Danny Turner. <br />Staff present included: Clarence Monday, City Manager, Leon Towarnicki, Brenda <br />Prillaman, Eric Monday, Linda Conover, Mike Rogers, Wayne Knox, John Dyches, <br />Dennis Bowles, Chris Morris, and Sheriff Steve Draper. <br />Following the invocation by Council member Gene Teague and Pledge to the <br />American Flag, Mayor Lawson welcomed everyone to the meeting. <br />On a motion by Gene Teague, seconded by Kimble Reynolds, Council approved <br />with a 3-0 vote with Mark Stroud and Danny Turner abstaining, the minutes of June <br />24 and July 1, 2008 meetings. <br />Jeannie Frisco of Activate Martinsville Henry County gave an update to Council <br />on programs and activities of the organization as well as explaining the Safe Routes to <br />School program and 1000/0 grant funding possibilities. She explained there are two <br />distinct types of funding opportunities: infrastructure projects (engineering <br />improvements) and non-infrastructure related activities (such as education, <br />enforcement and encouragement programs). She pointed out that a decision will need <br />to be made as to whether to submit the grant for all three city schools or submit a <br />separate application for each school which cannot be done during same period as we <br />would be competing against ourselves. She stated FY09 grant guidelines will be <br />released in August and may increase the maximum amount of funding available for <br />non-infrastructure requests and she will continue to update Council. Once the <br />guidelines for funding opportunities are released, she will bring information back to <br />Council. She pointed out that Council Member Teague serves on the Advisory Team <br />and any questions or concerns from Council may be relayed through him. <br />Mark Heath of the Martinsville-Henry County Economic Development <br />Corporation gave his monthly update reviewing the EDC Annual Report noting <br />accomplishments. Mr. Heath pointed out he will be going over information in greater <br />detail at Council's July 31 worksession regarding EDC issues as well as shell building <br />information. Comments from Council included: RTI performance contract viewing <br />availability; EDC involvement in 1-73 options to which Mr. Heath said that would be a <br />
