<br />M J:!f!vr!.!?:!'~Rfl!! <br /> <br />WHEREAS, Virginia having a history of geographical diversity, and experiencing powerful hurricanes, <br />winter storms and flooding, landslides caused by the same, and is open to a variety of natural disasters; <br /> <br />WHEREAS, the impact of the hurricane seasons of2003, 2004 and 2005 has clearly demonstrated the <br />need for heightened federal attention to mitigating the damage of future storms, as well as demonstrated <br />significant need for availability of resources for the effective work of building code authorities; and <br /> <br />WHEREAS, the International Code Council has proposed legislation to create a Community Building <br />Code Administration Grant Program that is designed to competitively provide federal grants, locally <br />matched, to initiate or build - up the code administration and enforcement capabilities of local <br /> <br />WHEREAS these funds, under the present legislation, are not intended to be along - term funding <br />source, and could be used for capital needs such as computers and vehicles, as well as for training and <br />professional certification for code enforcement offices; and <br /> <br />WHEREAS, in an effort to encourage the rapid development of effective, self - sustaining local code <br />enforcement, it is proposed that matching fund requirements be waived for grant recipients that act to <br />legislatively dedicate building permit fees solely to the purpose of local code enforcement; <br /> <br />BE IT RESOLVED that the Council of the City of Martinsville, in regular session assembled July 10, <br />2007, do request that our Senator John Warner and Senator Jim Webb support the introduction, passage <br />and funding of a Community Building Code Administration Grant Program such as that proposed by the <br />
