<br />February 27, 2007 <br /> <br />A regular monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, was held on February 27, 2007, in Council Chamber, Municipal <br /> <br /> <br />Building, beginning at 7:30 P. M., with Mayor Kimble Reynolds, Jr. presiding. <br /> <br /> <br />Council Members present included: Kimble Reynolds, Jr., Mayor, James W. <br /> <br /> <br />Clark, Vice Mayor and Council Members Mark T. Anderson, J. Ronald Ferrill <br /> <br /> <br />and Kathy C. Lawson. <br /> <br />Following the invocation by Council Member Mark Anderson and Pledge <br /> <br />to the American Flag, Mayor Reynolds welcomed everyone to the meeting. <br /> <br />Council Member Lawson moved to approve the minutes of the January <br /> <br /> <br />23, 2007 meeting as amended; the motion was duly seconded and carried by <br /> <br /> <br />the following vote, with all members voting: Vote 5-0. Yeas (5) - Reynolds, <br /> <br /> <br />Clark, Anderson, Ferrill, Lawson. Nays (0) - None. Council Member <br /> <br />Lawson moved to approve the minutes of the February 13, 2007 meeting as <br /> <br /> <br />presented; the motion was duly seconded and carried by the following vote, <br /> <br /> <br />with all members voting: Vote 5-0. Yeas (5) - Reynolds, Clark, Anderson, <br /> <br /> <br />Ferrill, Lawson. Nays (0) - None. <br /> <br />Michael Rogers, Chief of Police, presented the "Citizen of the Year" award, <br /> <br />with the assistance of Officer Coretha Gravely and Investigator Donn Shumate, <br /> <br /> <br />to Rosa Lee Dale Hopkins. Ms. Hopkins exemplified what being a good <br /> <br /> <br />neighbor is by helping to catch burglars at her neighbors' house last year. <br />
