<br />March 13,2007 <br /> <br />Mr. Keith Holland <br />City of Galax <br />111 East Grayson St. <br />Galax, VA 24333 <br /> <br />Dear Mr. Holland: <br /> <br />During its regularly scheduled meeting on March 13, 2007, Martinsville City Council, <br />acting in its capacity as the Martinsville Redevelopment and Housing Authority, considered your <br />request and acted as follows. This letter is an indication of the Martinsville Redevelopment and <br />Housing Authority's commitment to assist the City of Galax in the implementation of a <br />Conservation Plan for a legally designated area in Downtown Galax. In accordance with Title 36 <br />of the Code of Virginia, the Authority would require authorization by resolution to exercise its <br />powers within the jurisdiction of City of Galax. <br /> <br />It is the Authority's understanding that actual administration of the Conservation Plan <br />activities would be carried out by the City of Galax staff as well as consultants and other <br />professionals procured by the City. The Authority has been informed that the central and <br />southern portions of Downtown Galax have been designated as the primary target area for the <br />conservation program. Specific program activities, including property acquisition and <br />disposition, will be subject to approval of a final Conservation Plan by the Martinsville <br />Redevelopment and Housing Authority and the Galax City Council. Based on discussions with <br />representatives of the City, it is anticipated that the Downtown Galax Conservation Plan will be <br />initiated over the next twenty-four (24) months, pending availability of funding through the <br />Virginia Community Development Block Grant (VCDBG) program. <br /> <br />The Martinsville Redevelopment and Housing Authority looks forward to the opportunity <br />of working with the City of Galax in addressing the conservation needs of its downtown <br />commercial area. <br /> <br />Sincerely, <br /> <br />Kimble Reynolds, Jr., Chairman <br />Martinsville Redevelopment and Housing <br />Authority <br />
