<br />WHEREAS, a Preliminary Engineering Report (PER) for required public improvements, <br />a Housing Rehabilitation Assistance program for rehabilitation of deteriorating units, and infill <br />housing development plans and building commitments have been completed in support of the <br />CDBG program; and <br /> <br />WHEREAS, the Martinsville City Council wishes to apply for CDBG funds to assist in <br />implementing the Cherry Street Neighborhood Improvement Project with said project benefiting <br />31 existing occupied households (76 persons) of which 29 households (70 persons - 92.1 %) are <br />low-and-moderate-income (LMI); and with proposed infill development of 7 new afford~ble <br />residential units, resulting in an estimate increase of 18 additional persons of which 18 (100%) <br />are LMI for a total neighborhood benefit of38 households with 94 people of which 88 (94%) are <br />LMI; and <br /> <br />WHEREAS, one hundred percent (100%) direct benefit will result from the. <br />implementation of the Housing Rehabilitation Program for 6 LMI owner-occupied units (14 LMI <br />persons), and 6 investor-owner unit (18 LMI persons); substantial reconstruction of 10 LMI <br />owner-occupied unit (24 LMI persons); 7 new infill housing units (17 LMI persons); and indirect <br />benefits for 38 people (32 LMI persons - 84.2%) residing in the neighborhood resulting from the <br />street, water and sewer line improvements as well as the property acquisition and demolition <br />activities to remove blighting influences and the provision of infill affordable housing; and <br /> <br />WHEREAS, the City expended $600 in capital funds for the condemnation and <br />clearance of a severely blighted housing unit at 1033 Cherry Street on March 12, 2006; and <br /> <br />WHEREAS, a private investor rehabilitated a housing unit at 934 Cherry Street <br />Extension with private money in the amount of $16,550; and <br /> <br />WHEREAS, Southside Outreach Group as lender and with possible funding from other <br />sources will construct or cause to have constructed 7 single-family houses for sale at affordable <br />prices to provide homeownership opportunities for 7 LMI families with a total investment of <br />$500,500 in said housing development, with provisions for financial assistance to homebuyers <br />through the Virginia Development and Housing Authority (VHDA) Home Buyer Education <br />Programs and other local assistance programs; and <br /> <br />WHEREAS, the City has earmarked $286,750 of its Indoor Plumbing Rehabilitation <br />(IPR) allocation as administered by the Martinsville Redevelopment and Housing Authority in <br />undertaking substantial reconstruction projects; and <br /> <br />WHEREAS, the City of Martinsville is committing $295,094 to the project to carry out <br />the comprehensive neighborhood improvement activities and accomplish the objectives of the <br />Cherry Street Neighborhood Improvement Project including $44,250 in capital funds for <br />improvements to waterlines; $2,000 in capital funds for the installation of 1 fire hydrant; $7,000 <br />of capital funds for 200 linear feet of storm drainage improvements; $24,000 in capital funds for <br />1,600 linear feet of new sidewalk construction; $126,250 in capital funds for 5,050 linear feet of <br />curb and gutter installation; $53,100 in capital funds for 885 tons of roadway resurfacing; <br />$10,000 in capital funds for the construction of 2 "T" cul-de-sac improvements; $4,500 of capital <br />funds for easement/right-of-way acquisitions; and $23,994 of in-kind service to assist in the with <br />the inspection and design of all infrastructure improvements; and <br />
