<br />J88 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 27. 1955 <br /> <br />from the Association to review local ordinances and assist in the revising <br /> <br />of same and in the preparation of the new City Code. <br /> <br />In considering the offer of Messrs. Benton S. Blackard and Charles M. Finney <br /> <br />to purchase from the City a small triangular tract of land on Memorial <br /> <br />Boulevard (south side of Bridge Street) for the cash sum of $350.00, Council <br /> <br />agreed that it should follow its long-standing policy of advertising for <br /> <br />sealed bids where City properties are to be sold, specifying in this particular <br /> <br />case that the City advertise for options to purchase this piece of property <br /> <br />and that the highest purchase-option bidder, if his bid is accepted, demonstrate <br /> <br />ability and intention and otherwise be in a position to develop surrounding <br /> <br />contiguous property along with the small tract now owned by the City. <br /> <br />Honoring Mr. John H. Pharis upon the occasion of the beginning of his fiftieth <br />continuous year of faithful and efficient service to the people of Martinsvil1e <br />as an employee of the City, noting that at the fiftieth anniversary meeting of <br /> <br />the League of Virginia Municipalities held September 11-13, 1955 Mr. Pharis was <br /> <br />so honored and recognized by the League, Council adopted the following resolution: <br /> <br />WHEREAS, John Hix Pharis on September 10, 1955 began his fiftieth <br />consecutive year as an employee of Martinsville municipality; and <br /> <br />WHEREAS, during all these years, because of his untiring devotion <br />to duty and his unselfish service to his fellow-citizens, Mr. Pharis <br />not only has compiled one of the finest of public service records- <br />for which he was honored by the League of Virginia Municipalities <br />at its Fiftieth Anniversary meeting on September 13, 1955--but also <br />has always commanded the respect and esteem of all who have known <br />him; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-seventh day of September, <br />1955, that it doth herein congratulate John Hix Pharis upon his <br />outstanding achievement and, furthermore, tha.t this resolution be <br />and is offered as a token of sincere gratitude and appreciation, <br />and great indebtedness, from this Council to Mr. Pharis on be~lf <br />of itself and the people of Martinsvi1le; and <br /> <br />BE IT FURTHER RESOLVE) that a copy of this resolution be forwarded <br />to Mr. Pharis, and that copies of this resolution be furnished the <br />League of Virginia Municipalities and the local radio and press. <br />
