Rather, it is intended that the general level of service <br />from an overall and community-wide standpoint be maintained at reasonable standards, <br />commensvrate with earning a fair return on the investment, ..rhether it involves only <br />one or all of the items listed and/or matters not specifically listed but having a <br />bearing on adequate convenience and necessity. <br /> <br />Section 14. This ordinance shall be in full force and effect from the date <br />of its pas Gage. <br /> <br />CITY OF MARTmSVILLE, VIRGINIA <br /> <br />Mayor <br /> <br />ATTEST: <br /> <br />--- <br />Clerk of Council <br /> <br />Placed on first reading: <br /> <br />Adopted: <br /> <br />SPECIFICATIONS <br /> <br />All persons, firms or corporations desiring to submit bids for said franchise <br />shall comply as follows: <br /> <br />1. All bidders shall submit written material in support of financial responsi- <br />bility. The individual, partnership or corporation bidding on the franchise shall <br />submit such financial reports, statements, documents and audits as it or they may <br />deed appropriate in support of said financial responsibility. City Council may <br />call for additional pertinent information if it feels that further information is <br />needed to establish financial responsibility of the bidder. <br /> <br />2. All bidders shall submit written material in support of operating responsi- <br />bility. The individual, partnership, or corporation bidding on the franchise shall <br />submit such letters, documents and reports as it or they deem appropriate, showing <br />past experience ip bus transportation or allied business. Information shall also <br />be furnished showinG present and/or proposed equipment and oporating plans. City <br />Council may call for additional pertinent information if :it foels that further <br />information is needed to estecblish operating responsibility of the bidder. <br /> <br />3. All bidders shall submit a writ ten sta temon t agreej.ng to meot all terms <br />of the franchiso within six (6) months of the award of same, in the event bidder is <br />successful, and shall further agree to immediately provide omorgency and temporary <br />service during the said six-months period. Bidders shall agree in this statement <br />to cause the compliffi1cu bond roquired by Scction 11 of the franchise ordinance <br />hereinabove set forth to be promptly executed, which bond among other things shall <br />provide for immediate sorvice of an emorgoncy nature and to meet all terms of the <br />franchise within six (6) months after tho award of same. <br /> <br />4. All biddors submitting bids shall use bid forms, which shall be obtained <br />from the Clerk of City Council, and each bid must be accompanied by a certified, <br />Bank Cashier's, or B~~k Treasurer's chock drawn upon an incorporated bank or trust <br />company in the amount of one thousand dollars ($1,000.00) and payable to the <br />Treasurer of the City of Martinsville, Virginia, to secure the City against any <br />loss resulting from failure of the bidder to comply with the terms of bidder's <br />proposal. In the event the bidder is not succossful his check will be returned to <br />him forthwith. In the event the bidder is successful, the chock will be accepted <br />and deposited by the City and credited to the bidder's purchase price and no interest <br />will be allowed thereon. The proceeds of thE; check will be rotained by the City as <br />liquidated damages in case successful bidder tails to comply with the terms of his <br />bid proposal. <br /> <br />The right is roserved to reject any and all bids. <br /> <br />Each bid proposed should be onclosed in a sealed envelope, and should be directed <br />to the City Council, City of Martinsvillo, Virginia, and dolivered on the date here- <br />inbefore set forth, which bid shall be opened in open session by the presiding officer <br />of the City Counci.l, who shall read aloud or cause to be read aloud the bids that <br />have been received. <br /> <br />Further information will be furnished upon application to the undersigned. <br /> <br />CITY OF MARTINSVILLE, VIRGINIA <br /> <br />w.
