Permission is hereby civen the Grantee, its assigns and successors, <br />for a period of fifteen (15) years, from the lst d~T of April, 1954, with an <br />option of renew8.1 for fifteen (15) years subject to the provisions of Section 10 <br />hereof, to operate DOtO':' busses for the transportation of passengers over and <br />alonp; the streets and highways wi thin said City. <br /> <br />,,- <br /> <br />Section 2. The c;rant of t.h.is franchise coversc,he transportation of <br />passengers for hire by ywtor bus; nothing herein contained shall affect the <br />operation of s i.::I1t-seeing busses, taxi cabs, and passenger cars for hire not <br />operating upon streets or routes upon 2llY fixed or certain schedule. <br /> <br />Sec tion 3. A sufficient number 0 f modern busses in good s tate of re~)air <br />shall be operatec'. by the said Grantee to reasonasly accoIfnnodate the Dublic <br />convenience a.nd necessity, and transfers from one bus to another shall be <br />granted at suchnoints as vrillhest accommorlatc the !xJ.c;lic convenience and <br />necessi ty. <br /> <br />m- <br />5~ <br />~~ <br />i <br /> <br />Section 4. The routes aYlCc streets over vThich the said system of busses shall be <br />operated shall r)(~ deterTLined in accordance with the llUblic convenience and <br />necessity as det-c,:,rr.im-;d ':JY Grcmtee. Grantee shaJ~ establish schedules, fares and <br />service so as to adequately meet the public corwenience and necessity commensurate <br />wi th earning a fair return on ttle :i..l1vestJ:'ent of the business. <br /> <br />Sect-ion 5. In case of fire or accident, repair to streets, or for such <br />other temporary reasons as may render the prescribed routes impractical, the <br />drivers of said busses s;;all use such detour as may be prescribed by said City, <br />and until such detour is prescribed shall use the safest and Dost practical <br />detour. <br /> <br />Section 6. Bus stops shall be set apart by the Grantee at such street inter- <br />sections and other points as the public convenience and necessi 'bJ may require <br />provided the City s;;all have the right to require the Grantee to relocate such <br />stops if they 1mduly interfere with the CiiJj's traffic plans; stops shall be <br />indicated by rnarkers iurnished and erected bYGne Grantee, except that the <br />Grantee may contract Trith the City to supply, erect ancl maintain the markers for <br />Grantee at Grantee's eXl~nse. <br /> <br />Section 7. Before any driver shall operate a ems for the transportation of <br />passengers under this Ordinance, he shall secure a per::-:lit from the same City <br />department:'> from 'which permits are issued to ta.:;:i drivers, attesting to his <br />physical, mental, ar.d moral fitness and Cal)acit~T for said position, ar.d he must <br />comply with the seneral laws of Virginia as to chau.L'fe1..U' 's license. <br /> <br />Section 8. The owner of said franchise shall adOiYt, such rules and regulations <br />as \'[ill j_nsure the corrrfort and safety of passengors, and to this end may prohibit <br />smoking upon vehicles, should such prohibi tion be deemed necessary for the safety <br />and COEllort of its patrons. <br />
