<br />January 18, 2007 <br /> <br />M <br /> <br />M artinsville <br /> <br />A CITY WITHOUT LIMITS <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of January 18, 2007, conducted a duly advertiseo public <br />hearing on a request by Shelia Williams, to rezone property located at 800 Starling Avenue, (known as <br />parcel 43(13)00/29 on the Tax Map of the City of Martinsville) from R-6 Residential to P-2 Professional. <br /> <br />At the Public Hearing it was noted the new owner of this residential site wishes to use as office space for <br />her business. This parcel is adjacent to R-6 Residential and P-2 Professional, with the majority of the <br />surrounding area already zoned as Professional. This property is currently designated as Medium Density <br />Residential on the Proposed Land Use Map of the Comprehensive Plan. Landscaping is already in place <br />in the front with parking provided in the rear yard. There was no response from the adjacent property <br />owners regarding this petition. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose for which <br />these Resolutions are initiated is to promote the public health, safety or general welfare of its citizens and <br />to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted unanimously (4-0) to <br />recommend to City Council this property be rezoned to P-2 Professional, conditioned on compliance with <br />the parking and landscaping requirements of the Zoning Ordinance, and that the Proposed Land Use Map <br />be amended to reflect a Professional designation. <br /> <br />The Planning Commission respectfully submits the above recommendation for Council's further <br />consideration. <br /> <br />Sincerely, <br /> <br />J ames Barnett, Chairperson <br /> <br />-~\J{~O_ P'~f <br /> <br />Wayne D.
