However, I do not think that it is <br />necessary to point out that for the first time in <br />several years the year just completed ended without <br />a surplus. Due to the circumstances I feel this <br />is justified but I would not want to see a re- <br />occurrence. I will continue to ma.ke every effort <br />to provide for our many requirements wi thin the <br />sources of revenue at hand. <br /> <br />7. A detailed report of the year's activities was in- <br />cluded in my budget rressage of May 20 last and for <br />that reason I will not attempt to review the year's <br />activities here. As soon as each rember of Council <br />has had an opportunity to study the reports attached <br />hereto, I will be glad to discuss them vri.th you in <br />detail. <br /> <br />In final action of wis meeting covered by these minutes, Council approved by <br /> <br />resolution of an easement agreement with the Carolina and Northwestern Railway <br /> <br />Company, authorizing Mayor Hodnett to sign said agreement, said resolution being <br /> <br />as follows: <br /> <br />WHEREAS, in the discretion of the Council of the City of Martinsville, <br />Virginia, it is deemed advisable to enter into an agreellBnt with the <br />Carolina and Northwestern Railway Company whereby the City of Martinsville <br />will be permitted to cross the main line right-of-way of said Carolina <br />and Nortm~estern Railway Company at a point 10.7 feet west of Milepost <br />42 with an electric power line; and <br /> <br />WHEREAS, said Council has been pt'esented with such a proposed <br />ar:reerrent and has reviewed same; now, therefore, <br /> <br />BE IT RESOLVED, by said Council of the City of Martinsville, Virginia, <br />in meeting assembled this third day of September, 1952, that it doth <br />herein not only approve of said proposed agreement but also doth herein <br />empower and authorize Honorable R. S. Hodnett, Mayor of said City, to <br />execute said agreement on behalf of the City of Martinsville. <br />
