<br />1 <br /> <br />January 10, 2007 <br /> <br />A joint meeting of the Council and the School Board of the City of <br /> <br /> <br />Martinsville, Virginia, was held on January 10, 2007, in Council Chamber, <br /> <br /> <br />Municipal Building, beginning at 4:00 P. M., with Mayor Kimble Reynolds <br /> <br /> <br />presiding. Council Members present included: Kimble Reynolds, Jr., Mayor, <br /> <br /> <br />James W. Clark, Vice Mayor and Council Members Mark T. Anderson, J. <br /> <br /> <br />Ronald Ferrill and Kathy C. Lawson. School Board Members present included: <br /> <br />James H. Johnson, Jr., Chairman, Bill R. Manning, Vice Chairman and Board <br /> <br />Members Nancy L. Baker, Sandra L. Haley and Robert Williams. <br /> <br />Mayor Reynolds and Chairman Johnson welcomed everyone and thanked <br /> <br />each group for this opportunity. Chairman Johnson stated that the purpose of <br /> <br />the meeting was not to discuss the budget, but to show the present state of the <br /> <br />school system, where they are today and their plans for the future. He then <br /> <br />turned the meeting over to Dr. Scott Kizner, Superintendent. <br /> <br />Before giving his presentation, indicated he would present his budget <br /> <br />draft to the Board in February, they would adopt it in March and would be <br /> <br />presented to Council in either April or early May. <br /> <br />Council and Board members then had discussions concerning the issues <br /> <br />facing the City as a whole as well as the school system. <br /> <br />Chairman Johnson wanted to express thanks to the Harvest Foundation <br /> <br />for their support in training for the school faculty and to the Boys and Girls <br /> <br />Clubs for their after-school programs. <br /> <br />Dr. Kizner also reviewed the school's capital improvement needs for the <br /> <br />upcoming budget year and Chairman Johnson suggested a committee be <br />
