<br />J.,~ , <br />. ..1.. f(. . <br /> <br />December 4, 2006 <br /> <br />A special called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on December 4, 2006, in Council Chamber, Municipal <br /> <br />Building, beginning at 4:00 P. M., with Mayor Kimble Reynolds, Jr. presiding. <br /> <br />Council Members present included: Kimble Reynolds, Jr., Mayor; James W. <br /> <br />Clark, Vice Mayor and Council Members J. Ronald Ferrill and Kathy C. <br /> <br />Lawson. Council Member Mark T. Anderson was absent. Mayor Reynolds <br /> <br />opened the meeting. <br /> <br />Mayor Reynolds stated that the purpose of the meeting was to hear a <br /> <br />presentation from Kelly Harris-Braxton, Executive Director of Virginia First <br /> <br />Cities. He welcomed her to the meeting and then turned the meeting over to <br /> <br />Vice Mayor Clark for her introduction. Before her introduction, Vice Mayor <br /> <br />Clark explained that Virginia First Cities is a non-profit leadership coalition of <br /> <br />15 core cities within the Commonwealth, of which Martinsville is one. <br /> <br />Mrs. Harris-Braxton thanked the Mayor for the invitation to attend the <br /> <br />Council meeting and for the hospitality of Vice Mayor Clark, who gave her a <br /> <br />tour of the highlights of the City. She indicated this was her first visit to <br /> <br />Martinsville and was very surprised at the progress being made and the new <br /> <br />- <br /> <br />projects underway such as the Museum and New College Institute. <br /> <br />Mrs. Braxton began her presentation with an overview of Virginia First <br /> <br />Cities' 2007 legislative priorities relating to public transportation, eminent <br /> <br />domain, enterprise zone program, public safety funding, education and the <br />
