Nays (0) - None. <br /> <br />- <br /> <br />City Attorney Eric Monday reviewed a draft of an Ordinance concerning <br /> <br />real and personal property tax exemption and Ruth Easley, Commissioner of <br /> <br />the Revenue, made brief comments. After discussion and questions by <br /> <br />Council, Attorney Monday was directed to prepare the Ordinance for adoption, <br /> <br />on first reading, at Council's December 12 meeting. <br /> <br />In business from the floor, Leonard R. Jones, President of the local <br /> <br />NAACP, read a prepared statement concerning being proactive in addressing <br /> <br /> <br />the budget deficit for FY08 and citizen participation. Ken Whitlock, of 1611 <br /> <br /> <br />Mulberry Road, asked City Attorney Monday about the exemption from the <br /> <br /> <br />vehicle license tax for antique vehicles. Attorney Monday indicated that they <br /> <br /> <br />were exempt and he would be preparing an amendment to the City's ordinance <br /> <br />for Council approval. <br /> <br />Council Member Ferrill moved to approve the Consent Agenda items <br /> <br /> <br />(Attachment A) relative to re-appropriations from the FY06 budget to the FY07 <br /> <br /> <br />budget and appropriation of funds in the General, Capital Reserve, CDBG and <br /> <br /> <br />School Funds for the FY07 budget; the motion was duly seconded and carried <br /> <br /> <br />by the following vote, with all members voting: Vote 4-1. Yeas (4) - Reynolds, <br /> <br /> <br />Clark, Ferrill, Lawson. Nays (1) - Anderson. <br />
