Travis and members of his family are <br />being violated by the Virginia-Carolina Freight Lines, Inc. creating noises, <br />vibrations, and shocks which enter the property of Samuel H. Travis and members <br />of his family in such magnitude, intensity, and duration as to interrupt and <br />restrain them in their work and in cDrrrrTu.l'1icating rith each other and to restrict <br />and limit them in the .:free and rightful use of their property. <br />3. The propert:r of Samuel H. Travis and members of his family is being <br />damaged by s make, oily soot, vibrations, and ground shocy..s emanating from the <br />property occupied by the Virginia-Carolina Freight Lines, Inc. <br />4. Noxious fumes and gases generated by numerous diesel engines operating <br />on property occupied by the Virginia-Carolina Freight Lines, Inc. are entering <br />the property of Samuel H. Travis and members of his family and these fumes and <br />gases are harmful and injurious to their healfu. <br />5. It is regretted that this is necessaI"'J to refer this matter to the <br />City Council, and it is being done only after all other efforts to correct and/or <br />endure conditions complained of have failed. It is believed that the members of <br />the City Coun::il are not fully aware of the extent and nature of the operations <br />carried on by the Virginia-Garolina Freight Lines, Inc., and the effect that <br />these operations have on the property and health. of Smnuel H. Travis and members <br />of his family. In addition to the noises and vibrations suffered, a more serious <br />health problem is created by the carbon-monoxide fumes and oily smoke that enters <br />and lingers inside the house. Storm Windows and doors have been installed in an <br />effort to keep out these fumes and smoke, however, it is not possible to keep <br />them out. <br />6. Arf1J measures taken by the City Courx:il to correct existing conditions <br />and to prevent rcoccurrerx:e in the future will be welcomed. I wish to ask the <br />members of the Cii7'J Courx:il to realize that this matter strikes at the foundation <br />of m;yr home. The health and welfare of nw family is involved. Travis <br /> <br />Upon receipt of infornation and a report by City Manager Hirst on the City's retirement <br /> <br />program (under the Virginia Suppleroontal Retirement Act and the Federal Social Security <br /> <br />laws), Council requested the City Manager to present in the near future a definite and <br /> <br />mandatory retirement age schedule for city employees. <br /> <br />After reviewing the numerous curb-and-gutter petitions on file with the City, Council <br /> <br />agreed to view the streets represented by the petitioners on 1'Tednesday , July 9th, for <br /> <br />the purpose of selecting certain streets to be considered for the 1958 curb-and-gutter <br /> <br />construction program. <br />
