<br />3: <br /> <br />TUESDAY <br /> <br />JUNE 24.. 1958 <br /> <br />changes in the City Manager's recamnended budget: <br /> <br />(a) <br />(b) <br />(c) <br />(d) <br /> <br />(e) <br />(r) <br /> <br />Increased the recommended. appropriation to the City School <br />Board by $23, 292.86; <br />Reduced recommended city employee salaries by some $11,000.00; <br />Reduced recormnended car allowances (of' employees using their <br />personal cars in city business) by some $1,500.00; <br />Reduced the recommended appropriation for "downtown fluorescent <br />street lighting" from $13,900.00 to $.3,557.14; <br />Eliminated the entire amount designated for the establishment <br />of a probation officer; and <br />Set aside an amount of $2,000.00 to be used in the establishing <br />of a new salary schedule for police patrolmen providing for <br />a ma:rlmum monthly salary of $330.00 for patrolmen with and after <br />f'ive years service. <br /> <br />Council continued to its next regular meeting the matter of burglary-robbery <br />insurance protection on funds in custody of the City Treasurer. <br /> <br />Upon City Manager Hirst's recommendation, Council approved a variance recommended <br /> <br />~"g~ <br />!,i"g::, <br />I!r~ <br />"~ <br />1'- <br />, = <br />1,= <br /> <br />by the State Department of Highways in the design for the widening of that portion <br />of Memorial Boulevard fran Bridge Street to Fayette street, whereby that portion <br />from Iavinder Street to Fayette Street will not include traffic parking lanes on <br /> <br />either side. <br /> <br />In recognition and appreciation of the long and outstanding service record of <br /> <br />Mr. Jo1m H. Pharis, who will retire from city employment June 30, 1958, Council <br /> <br />unaJl:imously adopted the following resolution: <br /> <br />WHEREAS, having completed almost fifty-two consecutive years in the <br />service of his fellow-citizens and the City of Martinsville, John Hix <br />Pharis will retire on June 30, 1958 from the employment of the City; and <br /> <br />WHEREAS, as his tenure of service as an employee-from hydro-electric <br />plant operator in 1906 on to department head, city superintendent, <br />purchasing agent, and assistant city manager-probably is without parallel, <br />so have been his unstinting devotion to duty and his unselfish efforts <br />on behalf of' his fellow-man; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this twenty-fourth day of June, 1958, that <br />Mr. Pbarla be and is hereby commended and congratulated for his lifetimemof ~itorious public service and for his outstanding record which shall <br />always be a worthy example tor others to follow; and <br />
