Upon conducting this public hearing your Commission noted that the only member of tIe public in attendance was the petitioner, Mr. George L. Nease. After further consideration of the petition and of existing circumstances rela.ting to this petition, the Cormnission voted unanimously to make the follovling recommendation to Council: Tha t all properties lying; wi thin the boundaries described above not presently zoned as B-1 Business be rezoned to the B-1 Business classification. This recoIIlTlEmation is in line with the Commission's policy of giving consideration to natural boundary lines or property lines in a rezoning request provided the request constitutes orderly development of the City. Hedgecock, Secretary Noting that the Planning Commission has approved the Lanier Farm, Inc. subdivision plans in an area scheduled for development outside the corporate limits between Lake Lanier and Old Danville Road, Council approved for City Manager Hirst's signature a contract between Lanier Farm, Inc. and the City of Martinsville setting forth conditions under 'which Lanier Farm will be permitted to extend the City's water lines into the area. This contract requires the developer to comply with the City I s ret.'Ulations governing water line extensions outside of the corporate limits although the construction of sewer lines may be deferred until such time as the CitJ.r begins its sevrerage system improvement program. By unanimous action, Council approved for Mayor Shultz' signature a deed conveying 2.55 acres of land to the Cormnonwealth of Virginia (State Highway Department) in connection with the proposed construction of a new bridge and higrn'lay over Smith River south of the City's sout.J" corporate limit.
