2. The final plat, when submitted to the Commission, shall be accompanied by the following data: a. Cross sections and profiles of streets showing grades approved by the City Engineer. The profiles shall be drawn to city standard scales and elevations and shall be based on a datum plane approved by the City Engine e r . b. A certificate by the City Engineer certifying that the subdivider has complied with one of the following alternatives: (l) All improvements have been installed in accord with the require- ments of these regulations and with the action of the Commission giving conditional approval of the preliminary plat, or (2) A bond or certified check has been posted, which is available to the City, and in sufficient amount, approved by City Council to assure such completion of all required improvements, or, (3) A satisfactory contract has been executed by the City Council and the subdivider providing for improvements as required in these regulations. c. Protective covenants in form for recording. d. Other data: Such other certificates, affidavits, endorsements, or deductions as may be required by the Commission in the enforcement of these regulations. 3. Changes on Flat after Approval No change, erasure or revision shall be made on any preliminary or final plat, nor on accompanying data sheets after approval of the Commission has been endorsed in writing on the plat or sheets, unless authorization for such change has been granted in writing by the Commission. SECTION VI - DESIGN STANDARDS A. Streets 1. The arrangement, character, extent, width, grade, and location of all streets shall be considered in their relation to existing and planned streets, to topo- graphical conditions, to public convenience and safety, and in their appropriate relation to the proposed use of the land to be served by such streets. 2.
